This is classified as a Money Transmitter. The owner of the kiosks would either have to get money transmitter licenses or become an agent of one.
Depending on how it is setup, each location where the kiosk is replayed can be treated as a POS location or as a Branch Agent location.
Either way, it is money transmission.
