Will WhatsApp ever offer a full API for interacting with feature phones in creative ways?

Assuming WhatsApp goes the route of WeChat (very strong possibility of this happening), I wouldn't be surprised if Facebook then released a set of APIs to develop games on top of the messaging platform as well as payments.
