They could, but it would be one heck of a challenge. Facebook has all the right ingredients to enable a payment platform that can get them up and running with P2P payment. Barring the legal/compliance/regulatory angle, nothing stops Facebook from doing so.
If Facebook were to launch such a payment offering globally, they would see much more success outside of the US than they would within the US. The ROW (Rest of the World) is thirsty for a unified, globally accepted payment system, sadly PayPal is not that. Facebook can be.
