Why is financial inclusion still low in Pakistan?

There are many factors that contribute to a low rate of financial inclusion in Pakistan. Our State Bank of Pakistan (central bank/financial regulator) would like us all to believe the number is closer to 23% whilst in reality it is about 10% or so.
One of the contributing factors to low financial inclusion (in my opinion) is women. A majority of the woman still do not own a mobile phone. When you remove the adult working female population from owning a mobile phone, then the next step of possible mobile financial inclusion, is not even a possibility.
Women empowerment on the use of a mobile phone not just for communicating but for transacting and doing commerce is the need of the hour.
