Why has PayPal not launched services in Bangladesh?

If I had to second guess, I would say the policies implemented by Bangladesh Bank (the Central bank of Bangladesh) are not conducive enough (yet) for PayPal to operate there. This would most likely to do with direct account debit, repatriation of funds issue, and the foreign exchange policy as set out by the central bank.

In addition, just like Pakistan, and other countries, KYC / AML is remains to be a big concern for PayPal, terming such countries as high-risk.
