Why don’t banks rely on fingerprints for customer identification instead of signatures or ID cards?

Whilst this is an idea that would perhaps eventually succeed, at present, this requires a lot of technology integration and legal interpretation.
This issue is not just for getting the fingerprint verified, but how to actually use that biometric identification equivalent to a signed signature (as far as the law is concerned).
Add to the complexity that such digital verification would now somehow have to be entertained and understood by the entire ops and core-banking software.
I say we are getting there, but not there just yet.
