Why doesn’t PayPal let users change the country associated with their account?

Just like Banks don't allow you to switch countries. You are always required to open a new account. Different Country. Different Rules to play by!
(To explain on the analogy: this is even true if you have say a Citibank in UK and now want to have a Citibank account in the US, you will have to open a new one. You can continue to use you UK account from the US, but that is not the same as switching)
