Sure. banks have maintenance windows and depending on which country you reside in, banks have to make an adequate announcement by law (as overseen by the regulator) as and when maintenance windows are announced that would essentially have some form of service offered by the bank as "not available".

To keep such outages in mind, banks usually assign the maintenance windows on weekends and preferably during low traffic times, i.e. post mid-night.

Such outages may very well reflect on the venues that are connected to the bank, in which case you would see a card transaction refusal. It is the job primarily of the merchant to be well-informed of such maintenance windows as scheduled by the bank.
