It all comes down to a person's experience, exposure and opinion.

The payments field is not as simple as one is lead to believe. There are many components at work, law, technology, banking/finance, processes, regulations, etc.

Sometimes we get it all wrong. Sometimes, we are spot on. Most of the time, we hover in between. This is because my experience, perspective and opinion on a certain matter may inherently be very different from yours despite being in the same field.

Those who are well-read in such matters, will know where to cite their answers with references, as opinions or speculation. Since we cannot possibly know everything (think information overload), there is no shame in admitting we are wrong, and it is a perpetual learning experience for everyone.
