Why did my USD transfer to a USD-denominated foreign account get converted? I sent $1,000 USD to Europe; the recipient got €820, which was then converted back to $970—why did this happen if their account is in USD?

Shouldn’t have happened. If the account is in US Dollar, the process is straight-through and no conversion is necessary (barring any governmental rule of which I am unaware of).
The most plausible scenario could be - internal mistake - happens all the time.
