Historically and statistically, people have shown that a government ruins just about everything it tries to run &/or manager. This is especially true for money.
The idea has merit, but from a pragmatic point-of-view, it has too much going against it than, for it. A couple of key elements that go against it is:

- Government Borrowing from one and only single bank, preferential treatment
- Free market (fostering competition), with a monopolistic bank, we become complacent
- The Management & Board would become too powerful
- Economic blunders by the bank will cost dearly and have a resonating effect on the economy
