Economics is the main issue. Albeit, regulatory stipulations may prevent you from accessing or terminating in a certain market, the number one reason has always been money. Will you make enough money?
Sometimes the demand to pick-up/settle into other countries is simply not there or minuscule. Any investment done in establishing payment outreach to multiple countries with low or next to zero volumes, might actually be loss markers and hence, no reason in opening one's gateway to all countries.
Just the compliance handling part would be enormous. Rather just concentrate on the Top 25 markets.
