Who are the biggest buyers of foreign currency, and what motivates those purchases?

Typically the largest buyers of Forex are banks who need to the currency pair to trade on behalf of their customers. Banks have to provide the ability to open L/Cs, aggregate FX trades for Forex companies who aggregate with them, provide forex liquidity for their own clients, etc.
