I am not sure you would be able to find a transaction free international transfer (if you do, then most likely, the exchange rate conversion would come into play, and the transaction financial institutions make their money on the currency spread).
If the transfer is going to be say US$ to US$, then you will most likely be hit with a charge, I am not pricy to any FI offering a free transfer, to another FI internationally that is free of charge.
You can call up ING Direct's international wire transfer and ask them which banks in NYC do they deal directly with for international wires (correspondent banking / SWIFT transfers), they ought to be give you a list.
