As Venmo is an authorized delegate of PayPal, one would assume that Venmo would be providing revenue to PayPal, and hence would be using PayPal's bank relationships for their ACH processing.
They don't have special relationships, the money is fronted based on assured payout to Venmo, though this is still a risk (strictly speaking).
