Which payment processors support outbound money transfers?

To the best of my knowledge, only the issuing bank can credit (or load) a card up, without the card having been charged. Outside merchants cannot charge a card from their merchant terminals per se. Though technically possible, it would be treated as a reversal and the software would prevent you from trying to credit to a card (payout), without having some credentials of the card's charge.
