Your best option is 2Checkout.com - They will easily handle this, provided what you sell/promote is not listed in their list of items/services for which they will NOT take you up as a client.
Rates are decent enough (considering the complexity involved nowadays in running an online payment processing system). Money via wire transfer to Dubai is not an issue. They have a VERY good support and fraud check management system and they work with you, as opposed to, against you (in case of PayPal).
