There are a few providers who would allow processing and gateway services for MSBs / Financial Services Business (as you put it).
Many processors don't allow MSB business because of the risk associated with it, considering they don't have complete visibility into all the transactions, since you're aggregating them (in most cases).
Most consultants I know charge a pretty penny to introduce you to companies who do provide processing for MSBs, and this would include Check21 clearing, ACH and Debit/Credit Card processing.
