Personally, I rank the UK, Germany and the Nordic countries as the list toppers. Their offering of services, regulation (especially the UK) and technology used in many cases is 5-10 years ahead of their counterparts.

This is purely from an overall banking point of view and not isolating a specific bank, incident or product.

The UK regulations are perhaps one of the best in the world. They can be summed up as: easy peasy lemon squeezy!

The product offering, again UK and Germany are probably ahead of everyone else, with the UK taking an edge.

Technology, all equal, with perhaps Denmark and Germany having an edge.

I'm not sure what the OP means by power, but if you mean, the overall regulatory framework that protects the consumers, and financial oversight, then Germany, Sweden and Norway top my list.
