Pakistan has EasyPaisa (which is run / owned by Telenor Pakistan. See more at: http://www.easypaisa.com.pk/.
The service is similar to M-PESA as it allows person-to-person payments over the mobile, using the Telenor SIM. No smart phone is required, which makes its reach and coverage to the whole of Telenor's network.
There are other m-payment systems in Pakistan, but Easy Paisa is by far the most well accepted (in my opinion).
