Honestly, very difficult to answer straight away. The thing about high-risk payment service providers (PSPs) is that so many of them are operating masked as PSPs when in actuality they are just resellers and/or affiliates.
Each high-risk PSP operates in a few vertical niches (think adult sites, gambling, games, offshore, etc.) If you are associated with a specific industry (say gambling) your best bet is to browse through the gambling forums and see what the industry pundits are recommending. Any or all recommendations you will get on Quora would be generic and/or those with one might be affiliated with.
