What you are asking for can be referred to in many different ways. Giro for some. EBPP (Electronic Bill Presentment & Payment) for others.

In the US side of things, this is called Direct Account Debit, or an Internet Check, often referred to as an eCheck. eCheck is a function of ACH settlement.

Your bank pay provide this facility to you directly (via the form of Internet Banking) or the merchant to whom you have to pay (say a utility company) may also provide to with the ability to pay via eCheck.

To answer your question: "As merchant, how do i know which users wont be able to pay because their banks are not connected?"

Unless your bank is literally setup in a cave, you don't have to worry. Almost all the banks in the US connect to one of the two ACH (Fed and EPN) for automatic echeck clearance.

With respect your other question, "how do you know if your bank supports any of these?"

As I cited, this can be available as part of an online (internet) banking experience from your bank, allowing you to write the digital equivalent of a check and pay, alternatively, your merchant can provide this to you, as a method of payment, for which all that would be required is your physical cheque book to to enter the credentials online and carry out the digital equivalent of cheque payment
