Any decent ACH processor will provide you with APIs. There are so many of them. Push APIs which are more easily accessible to you, are now provided by almost everyone.
Pull APIs which require that you are underwritten, are tough to get a hold of, but are available also.
ACHq, National ACH, etc. just Google for these companies they have APIs to offer.
