You can pretty much use any altcoin to send money across borders. That is really not the issue. The problem you will face is loading/off-loading of funds from the Altcoin.
Sender: For a person to send money, they would need to find an easy (read: economical) way to buy altcoins.
Receiver: For a person to receive the money, they would need to find a smooth way of cashing out from altcoins to the native fiat.
It is the problem on the latter that is more of an issue than there are solutions for.
