You cannot get a debit card (strictly speaking) without a bank &/or e-wallet account, however, you can get a prepaid debit card. There are 100s of providers.
Depending on which country you're in, you might want to ask around. In the US, there is Amex Serve, GreenDot, Walmart Money Card, Netspend, etc.
