Where can you access data on aggregated credit card transactions?

I doubt such statistics are provided for in the public or even paid-for domain. You may be able to find such information in the detailed financials submitted/filed by VISA and Mastercard in their Quarterly/Annual report (the same would hold true for banks as well).

Otherwise it is very much nearly an impossible task to get this information (figures) from the issuer.
