Where can I find the ISO 8583 message specifications for each card network such as Visa, Mastercard, and STAR?

For VISA, it is the Base II Code format, also known as IPM. You can contact VISAOnline and get it from there. You migth want to ask Brian Roemmele - he might have a copy lying around.
