AVS is a muddy domain. Only certain countries and processors can actually do a full AVS. For example if you were to try to have Amazon or Apple do an AVS on your say Indian or Vietnam issues credit card, it will not work. Why? Simply because the banks in these countries do not provide the full AVS information. In most cases, you could essentially write "123 Monkey Street" and choose Illinois for your state and Ukraine for your country, and it will process through.
So when you are referring to full AVS, you would have to rely on US, Canada, EU/UK, etc. Even within the EU, some countries and banks don't provide full AVS).
If you need to verify the identity of the person, you can use companies like Global Data Company (See Identity Verification, Age Verification & More) or GB Group (See: GB Group. Age & Identity Verification to prevent ID Fraud; People Tracing, Address, Data Management, Data Cleaning & Database Marketing Applications.).
