The simplest answer for this is once Bitcoin has full-legal coverage in both the sending and the receiving country.
The technological bit is ready for many money-transfer companies. The legal is not. Large banks have yet to implement the technology that will allow Bitcoin to be added to their banking & payment rails.
However, this does not mean it is not happening. In a crude sense, quite a few companies are already providing this service:
