Even PayPal wouldn't suffice for the requirement that would allow users for various countries (read: international) pay each other.
PayPal though operating in a lot of countries to receive money, does have significant restrictions on sending money from various countries.
There isn't a truly international payment system that would allow you to do that... just yet. Sure Mastercard and VISA are woking on P2P systems, but would they be rolled out world over? remains to be seen. AliPay is growing very rapidly, but everyone West of China have never heard of them.
There is the proverbial, pay with your phone phenomenon, but that also has not taken off truly, i.e. global payment wallet.
If your 'tipping' amount is not large enough, your only true global solution would be payment via text messaging (premium SMS). There are quite a few countries that have settlement agreements with almost all the mobile carriers of the world.
