The mobile market inherently is outpacing the fixed computer / laptop market. If for example you were to ask how many Internet users in India, the number is just about 100 Million vs 584 Million mobile users. Now if you had an app to develop, the mobile would seem like the most logical platform to develop it for (needless to say there are arguments for and against this).
In the West, mobile apps first and web later makes a lot of sense, in the East, it depends. Most users would like to see a web first, followed by a mobile app, however, the caveat being that a web version warrants development and has a market.
With the mobile phone being ubiquitous, for many it having a mobile app seems to be the norm now, especially if the app has a market in the mobile space.
Basically it comes down to a choice and understanding which platform would give you more traction for your app development Dollars that you invest in.
