Your best bet would be to work with a payment processor who would allow you to set your referral commission (or transaction cut) into the processing that is done for payments made by your users within your social network ecosystem.
For example, if you use Authorize.net, you can set your own acquiring rate and even a per transaction charge. Other payment processor may be able to offer this to you. You would have to contact them to see if this is indeed possible.
I am sure some shopping carts would also allow you to set your own rates on them. It would be a good idea to talk to the folks at Braintree (company) to see if they offer this flexibility.
