What stops banks from processing electronic transactions on weekends and public holidays?

Nothing except human oversight. In most markets, switch based payments are processed 24/7. For paper-to-digital, the break is because of the weekend/public holidays when trained labor says they want a day off.
You might argue automation, but if there is an issue, and issues do prop up every single day, the back-office to resolve those issues would not be present.
