Every country has its own set of laws and regulations related to money transmission/money transfer. There is no singular form or template. Most of them relate to licensing, consumer protection, counter-party risk, anti-money laundering, cmobatting the financing of terrorism, KYC/KYB, reporting, thresholds, violation, etc.
There are guidelines that FATF publishes that almost all the countries of the world follow (even though they are recommendations), it basically says, if you don’t implement these guidelines, you will be excommunicated from the international banking and payments networks.
As fas as each regulator setting their own rules, you would have to visit them one by one to read through it.
