PayPal's financials, are a sub-division of Ebay's financials. Ebay at present does not provide a separate P&L/Balance Sheet for its subsidiary PayPal.
From an accounting perspective, everything is taken into account, when they report it on their books, so yes, total money transferred is the net revenue that was booked. Profit/Loss is a separate matter.
State licensing requires that PayPal report to each financial regulator the total amount of funds transfers handled for that particular state.
