What is the most efficient way to send mass or bulk payments?

If the payout accounts are US based, almost any decent ACH processor that does payout (direct deposits) will allow you to do this. Most (progressive) ACH processors provide an API to their payment system. Two provider that I have worked with that provide such a mechanism are ACHq (See www.achq.com) and FirstACH (See www.firstach.com).
