Coinbase is a Bitcoin retailer. Currently, there isn't a Bitcoin exchange in the US. The only one that could be is CoinX (Home Page - CoinX Trading Platform) - User is the CEO of that and she's here on Quora.
They are in Private BETA right now from what can be seen on the website.
