The most easiest and cheapest way would most likely be sending the money via your Bank to your friend's Bank, via a Wire Transfer.
You would probably be paying US$ 30 - US$ 50 as transfer fees (including mid-bank deduction) and your friend's bank would provide him/her with the best FX conversion rate.
If SWIFT is being used, this transfer can happen in as little as 1 day, but expect 3 days for a normal transaction.
