What is the best bank card for sending or accessing money globally?

Not to beat up on the question, but this would depend what your definition of global is.
Insofar as I can tell, there isn't a bank issued card that excels in global transfers. Even if there are cards, they are restricted in geography. Such a product doesn't exist, as of yet ...or does it? People might argue, that Bitcoin might be such a solution, it isn't yet.
Well, as luck would have it, only one (or two) such cards exist and have a reach that is nothing short of fantastic.
It is the Western Union Prepaid Mastercard (Reloadable)

This is essentially a Netspend card (issued by Metabank) and can be purchased from a host of places.
It pretty much allows you to send/receive money anywhere within the Western Union network (granted the fees would be steep), but it does answer your question.
MoneyGram also has its own card, which is a prepaid / reloadable Debit VISA card: Get Your AccountNow Prepaid Debit Card
Other than these two cards, I do not know of any card that has a global outreach like Western Union and MoneyGram and are able to send money to the WU / MG network.
