What is required to become a Visa or Mastercard issuer?

You'd have to be an acquiring bank (Visa / Mastercard only work with banks). In the absence of being a bank yourself, you can partner up commercially with an acquiring bank that provides customised Visa/Mastercard cards) as a white-label service. Credit cards might be a tad bit difficult, but Prepaid Debit cards would be much easier.
