Robert Oswald nailed it. One point I would like to add to this is Google's shortsightedness when it comes to international payments.
Despite the wallet having a high-enough demand, Google for some reason hasn't stepped outside its comfort zone as far as payments is concerned. The wallet has (had?) so much potential, yet Google remains steadfast in keeping it stateside and not promoting it in emerging and developing markets.
The data insight that google has vis-a-vis from search engines searches "when will paypal come to pakistan", "alternatives to paypal", "best payment provider in india", etc. Google can very easily extrapolate where the demand is and for what, yet for reasons best known to them, they refuse to make any traction in this space.
