Customer Service: By providing 1-800 number for customers to call and be able to get a person to speak to, to resolve their issues.

Better account management for those who get their PayPal accounts frozen. The paperwork and inordinate delay of days that occurs in such situations can be daunting for the Merchant or even an end User. Having an account frozen by PayPal is not a pretty picture or experience to go through.

Open their payment system to other payment systems and services. For example if someone want do a start up that will take payments via Credit Card and be able to route them to a PayPal account, this should be allowed (and vice versa). PayPal's system is currently closed (very few external payment systems can interact with it).
