Quite a few of my clients have used 2Checkout in the past. Barring the fees which is on the high-side, 2CO is a very viable alternative for those merchants who otherwise cannot find a credit card processor in their own country and/or location.
2CO has a reserve policy which is quite stringent. When we were working with them it was 6 weeks and upon review it came down to two weeks. Never had an issue with processing. Fraud screening was genuinely okay and if charge backs or disputes did occur, there was a very methodical way of handling them.
If you're selling digital goods, then parting with nearly 5% of your sales value as fees could be digestible, but for physical products, this is a tad bit too much.
Its a great company to do business with, until you can figure out how to get equal and/or better services with a more economical payment processor.
