The bank will let them draw, two different people, two different accounts, etc.
However if it is the same account with two cards, then the one that connects first. Even if initiated at the same time, one connecting packet at the ATM host switch will come in first and make the connection. When the connection is established, the account would be locked from other accesses on the ledger till the existing session at the ATM is over.
