What features define the ideal electronic payment service?

Bradley Wilkes pretty much covers it. Two important aspects I would like to add to the list are:

• Compliant, the system must be legally compliant with the licenses and laws in the territories it is operating in.
• Reversals, should be resilient enough so that reversals that are abused in a payment systems do not happen.
