What changes could make developing countries more friendly to startups, and why are they currently less so?

Incubators, Accelerators and Mentoring programs. That is what I have been told. If a country does not have properly run and managed incubators and accelerators, then chances are the recognition of the entire ecosystem of a start-up, etc. would just not be given its due credit at all.
The more the incubators that a country has, which in developing countries are sponsored by the city or the state, or private sector and continually pushes to evolve, over-time more friendly the country will get towards the whole start-up scene. This is just my opinion though.
