Well designed and well run Temp/Co-working Space (believe me, there isn't anything well-designed) like those in the West, prevalent here in Pakistan for examples, see the properties listed by 42Floors (http://42floors.com/) - Select Coworking.

The most important thing is to have some form of a screening process in Pakistan. Allowing some person with a laptop who has extremely bad body odor and don't do justice to the environment should just plainly be discouraged. As racist as this sounds, this has to be done. Else, you'd end up with the place that would be thriving for all things, other than work.

You need a well-designed space, especially cooling, internet Wifi (think commercial APs with beam flexing technology), proper UPS based power and cabling, bathrooms that would put a lot many hotel bathrooms to shame, separate for his/hers, lockers, showers, bike racks, kitchen, and a nice cafe. NFC based access, 24/7.

The goal is to promote a place people can call their office or temp office or a place where they can go and get work done. It has to foster a great like-minded environment.

With a very large population swath, you just cannot go wrong. If you're going to build it, build it right, or not at all.
