Both Mastercard & VISA have a very detailed (pre-ready) proposal document that your rep should be able to provide to you. They provide this to banks to be able to immediately find out what it would cost them to become an acquirer. They have such information on all possible licensing scenario, but will start by giving you the one they like most (read: most profitable for them).
Costs vary from region to region and certainly bank to bank (size determined). Discounts and waiver of license fees are the norm in many countries.
What Visa/Mastercard will not provide to you (or perhaps may opt not to tell you), is that a lot of competing software/hardware, systems, etc. can be provided by a whole lot many SaaS providers out there. Euronet being on top. So you can save significant capex if you were to go with Euronet.
Visa/Mastercard are always very hungry for business, so expect steep discounts.
