It really depends on what you intent to do with your company. For example if you plan on serving the US market and deal with US customers, your best bet might be to have a US registered entity, if otherwise, you might want to explore other options (including Dubai).
There is no federal income tax on wages or salaries in UAE. The same is not true for the US. If you're a Bank and/or an Oil company, the corporate tax rate is 55% in UAE, otherwise there is no tax (compared to 40% in the US).
If you would primarily be working in the GCC or peripheral region, Dubai might just be a good place to incorporate.
