Its pretty simply. This is still treated as a MOTO (Mail Order/Telephone Order) transaction, or (CNP - Card Not Present) transaction.
There is nothing much to it, you are simply using the DTMF tones of the phone system to enter your minimum credit card information required to complete the transaction.
Its the phone system's software that would take this information (CC details, expiry details, amount, sometimes the CVV code, etc.) and parse this to the payment gateway software for processing.
The separation and hold is to ensure that the Customer Service Representative does not steal and/or note down your number.
